Chris Carey – Administrator
Chris is responsible for administrative oversight of the VACORP property & liability and workers’ compensation self-insurance Pool. Prior to becoming Administrator of VACORP in 2008, he served as Assistant Administrator, a position he had held since 1996 when he joined VACORP. Chris earned a Bachelor of Science degree in insurance and Risk Management from the University of South Carolina in 1992.
Nancy Sullivan – General Counsel
Nancy Sullivan is General Counsel. Prior to joining us in February of 2005, Ms. Sullivan was at Essex Insurance Company and in private practice. She is licensed to practice law in Virginia, West Virginia, New Jersey and the District of Columbia. She is a 1983 graduate of the University of Delaware and a 1986 graduate of T.C. Williams School of Law at the University of Richmond.
Stephanie Heintzleman – Director of Member Services
Stephanie joined our team in 2006, serving as Director of Member Services. She was Assistant County Administrator in Charlotte County, VA for nearly 20 years. A native of Richmond, she received a bachelor’s degree in Human Resources Management from James Madison University. She lives in Charlottesville with husband, Andy, a retired public school administrator. They have two grown sons. Stephanie enjoys reading, running, and traveling with family and friends.
Steve Rawlings – Director of Operations
In 2003, Steve began working with our members in their risk control goals to help reduce operational exposures. Today, he continues his efforts to ensure the claims program maintains its forward progression to serve members, and he gladly assists members directly in their specific needs as situations arise. Steve holds a bachelor’s degree in English from Longwood University. He resides in Southwest Virginia with his wife and two sons.
Vincent White – Director of Information Systems
Vincent comes from a background in IT Systems Engineering/Administration and consulting. He joined the team in 2007 as the IT Manager, with an eye toward taking full advantage of the organization’s technology investment and helping to steer its evolution. He holds a Bachelor of Science degree in Mathematics from Radford University. In his spare time, Vincent enjoys pondering complex problems while sipping a good scotch.
David Brooks – Director of Safety and Risk Control
David has more than 20 years of experience in Public Entity Risk Management, Pooling, and Loss Prevention. Throughout his career, David has supported risk management programs in more than 400 school divisions, city/county governments, utilities, and special districts in Virginia, Tennessee, and Kentucky. Prior to joining us in 2015, he worked as a risk management consultant. David earned a safety engineering degree in Occupational Safety and Health from Murray State University in 1998. He and his wife Jenny live in Roanoke with their three children, Bella, Wilson and Mimi.
